How to fix upper facial puffiness as a 14m

My lower jaw is decently slim but my outer face is puffy, I’m skinny for my height but my face remains bloated, It might be due to water retention, or , is this my bone structure not being developed due to not being done with puberty. The puffyness is around my higher cheeks below my eye area. Any tips please lmk
