If you have prominent but high set browridge, then you probably need to shave the excess bone and place an implant right on the verge of your supraorbitals.
The problem is, I'm not sure this is possible, since such an implant will touch the eyeball possibly causing inflammation, or even wear down soft tissues of the eye

You can't really do that unless you do tissue expansion first in the eyebrow area, the soft tissues there are very tight so an implant alone will not be able to drive them downwards.
