How to get fluffy hair PLEASE

This is a question for people with fluffy hair, if you do not have fluffy hair please LEAVE.

My hair is extremely fine and flat (not balding, i was born with it), and it gets oily very fast. Is there a way to get the fluffy hair like this:

When i try this using some mainstream products it just doenst work..

I end up looking like this guy on r*ddit but worse:

And as soon as i go outside the wind destroys the hairstyle in seconds.

List of products i have tried that dont work:
Hair powder
Hair gel
Hair spray
Salt spray
Clay
Washing less often

If you have fluffy hair, how EXACTLY do you achieve it. EXACTLY step by step. I am open to unconventional methods. Thank you

im not claiming to have fluffy hair cus icl that shit is gay asf, but for more volume, personally i get out of the shower, dry my hair with a t shirt due to it bieng less abrasive than a towel and apply 2 drops of castor oil to the ends of my hair, crunch the hair with your hands as it drys, and it will dry with more volume and texture

also the guy in your reference pics hair gets destroyed in the wind too, everyones does unless they have a fuck ton of hairspray in their hair

then icl it is purely genetics like the guy above said, ur only hope is shit like seasalt spray, which personally i dont use cus it fucks my hair up, but if your not interested in the health then just pummel it with every product you find and one will work
