Things you can do without a budget:
Proxying: if you're young or your country offers a very bad salary, the best thing you can do is proxy services / items, basically you find a buyer for a product and after if gets sold you get a % of the sale. This is pretty common on places like telegram or forums.
Ads: there's services, sites and apps that offer you ?$ reward for each ? views, you can make a decent amount of money by posting these regularly OR you can use a SMM panel to boost your views. But remember, you need to make it look realistic so make sure to add a 1:10+ likes ratio, a 1:29+ favs ratio and a decent amount of comments (you can do this by literally alting if you go for less than 50k views)

Dev requests: with all of the AI tools we have nowadays you can easily do coding related tasks within minutes by just typing a prompt, all you need is a basic subscription for a site like cursor, lovable, bolt, v0, etc. People could pay you 50$-100$ for a website per example, just make sure to detail it so it doesn't seem like it's clearly made by AI
Reselling: No matter what community you're in there's always a pattern for demanded items, per example if your target buyers are incels you could resell peptides or roids from Chinese vendors and promote it on TikTok (full of clueless retards that'd easily overpay)
