How to make my hair more curly

I have wavy hair with some curls as seen im the photo attached but its still not completely curly and the sides and back of my hair are straight. Some days its even almost 80% straight. I know a perm is the obvious answer but Im not sure if my hair is long enough, and even if it was I dont want my hair to be that long and im just curious as to what ways or any products i can use that actually work to get my hair to be more curly all around? Like im talking almost 100% curly. Would perm be my only option if thats my goal?

Thats the thing I dont want long curls. I want my hair to be shorter and neater kind of like how claviculars is
