Make an agency (that only pays if a sale is done)
Get hungry worker bees off of work sites, must have perfect english etc, or whatever language.
Copy all pages from another agency (teaching material for the worker)
When the sale is finalized and information added to the google forms, you forward it to a programmer who works for you, he makes the site. And you take the profit.

How to find a customer?

Site i saw, business still active, and contacts are there.
Customer finding is on the worker to do btw.
