Hyperpigmentation under the eyes

Help this shit bothering me. I dont think its a structural issue, my infras dont seem recessed, my maxilla is good developed etc. Atp I just think this is a pigmentation problem. When I pinch my skin under the eyes and hold it up the color doesn't changes at all so this just convinces me that the problem here is Hyperpigmentation.

1. just say dark eye circles 2. I think it could be a lack of fat in that area, from what I have heard.
