Once you can grow a decent moustache your problems will be solved
U just need to get a good surgeon I think. His case is extreme so he should probably get it along with a chin implant hitler stache looks like shit.

This picture is probably accentuating the problem, i.e. a slightly high-angle shot reducing your chin's height.

Anyway, let's assume this picture is true to reality, and that your proportions are well represented.
I would suggest to combine a lip lift with a genioplasty to harmonize the lower third. However, beware : the genio shouldn't add too much height to the chin, otherwise it could throw off your vertical thirds with a disproportionately long lower third.
Lip lifts can heal well, don't fall for fearmongering. If it worries you anyway, look up what Dr. Teoman Dogan does with his so-called scarless technique ; that said, he's unfortunately one of those Turkish surgeons who's now overcharging like crazy (due to high demand from American and British foids) ; so, unless you come from a wealthy background, his pricing might dissuade you.

Although you can't lower the base of your nose (alar base), you could make the tip less upturned (and less bulbous) with a tip plasty. Not only would it improve your nose's aesthetics, but it could also create a better visual transition between the bottom of the nose and the top of the upper lip, thus drawing less attention to the philtrum.

Unrelated to the philtrum : if you haven't done so already, consult with an ophthalmologist to fix your left eye's strabismus. You're most likely Swedish or from a nearby country, so your national health system will probably cover the expense.

All in all, you have the potential to look good after a few hardmaxxes, as roughly illustrated in the morph below :
