You don't need protein powder. Just get chicken breast and canned tuna if you're on a tight budget, egg whites as well. Beans are also an excellent source of protein, lentils, chickpeas, pinto beans. Try to avoid soy beans though as much as you can.
If the budget is even tighter, than you can force yourself to eat canned chicken breast and get creative with recipes so it isn't as monotonous.
