The only time someone has pulled my IP and done something was like two years ago on xbox and they sent a pizza to my house. It actually did scare me hearing the doorbell ring kek

Your router IP is your house location. To get the exact address, you'll need backdoor access into the ISP or subpoena them. However, Section 702 of FISA bypasses the judge's signature and therefore, all ISPs comply today except with some stubborn cellular services so they're usually hacked for the data.

Suppose a medical telecommunication system refuses to do business with the shady third parties, claiming, "We protect our client's privacy, you'll need to subpoena the fuck out of us really hard," then they'll get hacked and patients' records released to the public and so next time, they'll know not to refuse.
