you have a recessed mandible so you need an ortognatic surgery if you want to reach your potential.
you can advance your chin with the genioplasty, but your recessed lower teeth will remain there

My lower teeth are a bit retruded however not enough for me to get a jaw sergury I think. if you say that cause of my lips it's just that I used to mouthbreath

do what you want... but why spending 4k to advance the lower chin when you can pay 10-12k and advance your whole maxilla and jaw?
if the maxillofacial surgeon states you are a good candidate for orthognagic surgery, I suggest doing it.
