They don't understand empiricism. Without understanding this it's not possible to learn from past experiences. And indeed, normies do not generally learn anything from past experiences. If you observe them irl you will find that they will typically just behave the same and not change anything about themselves even as they gain life experience. This is very different from black/redpillers whom will actually alter themselves and their behavior in accordance with the things they have seen/learned.
The reason normies are NPCs is because their programming is static rather than dynamic. If one were to use an AI analogy, think of redpillers/blackpillers as being like a neural network that updates itself in accordance with past experience where as normies are just using pre-designed AI with immutable scripts and variables that do not update themselves in response to past events.
This explains why when a foid barfs blackpills everywhere like a pez dispenser only blackpillers will start questioning what they have been told up until that point, where as a normie will not notice anything. This is also why it's not possible to have an intelligent debate with normies about anything because the static nature of their programming means they don't have the mental tools to debate outside of extremely specific parameters.
