they have one gun store in the entire country, and the process for obtaining a permit is prohibitively time consuming and expensive for 99% of people, they are also limited to 380 pistols. the mexican government is worthless and moronic. if they armed every person with proper weaponry and legalized autodefensa groups and supplied them with weaponry, the cartel would no longer be an issue.

They are. Cartels rule the country, and regularly raid properties to kill the owners, then use the same properties to hold weapons and drugs. Cartels just don't bother rival gangs, they'll also go out of their way to kill bystanders who happen to be at the wrong place at the wrong time
