Ideal Facial Third Proportions?

Obviously, it is ideal for the lower third to be bigger than the other thirds.
However, something that I've seen mixed opinions on, is about which third (middle or upper) should be the second biggest.
Which is more ideal? A smaller forehead with a longer midface, or a larger forehead with a more compact midface

Lower third should be the tallest, this is undeniable. For the other 2, I think the upper third is the second largest and then the middle.
