You want your hair colour to contrast with your eye colour. Brown eyes look better with blond hair than with darker hair. Light eyes look better with darker hair. Ginger hair is always a failo, as is light hair if you're ethnic. Stick to the natural colours, so black, brown and blond. Whether black hair or brown hair looks better on people with light eyes is mostly dependent on skin tone. If you're quite pale and you have black hair, you're going to look real pasty. Beards should match your head hair but your eyebrows and eyelashes should both be dark. Having light eyelashes and eyebrows is a serious flaw.
