I'd say It depends on the person's height as well. A person's waist-to-height ratio should ideally be around 43-46% of their overall height (which would classify them as slim and healthy), it should never exceed or be close to 50% of their overall height (regardless of how tall or short they are).

Their shoulder-to-waist ratio should also be 1.618 times or higher (for males), and for females around 1.4 or less, along with a waist-to-hip ratio of around 0.86-0.88 for males, and 0.76 or less for females.
