If 5’9 is considered short why isnt 5’11 considered tall?

In usa 6 ft is tall because it's a whole number
In Europe no girl says "I want a 183 cm tall man"
European girls say 180 cm (that is 5'11) or 185 cm (in nordic countries) as "tall"

176 is 95th percentile for a woman how is that woman height? it isnt a common height for women
