Also, West Africans and Slavic Europeans, who are both known for being generally masculine don't generally have good facial hair growth.

It has nothing to do with your testosterone levels. It has to do with how receptive those hair follicles are to androgens.

Testosterone insofar as you need some T and DHT to stimulate the vellus hairs to become terminal androgenic hairs, but nearly every adult male will have enough. So you just need enough to activate the hairs. Unless you are hypogonadal, blasting more T won't give you a beard if you lack facial hair now.

The best way to force these hairs to become terminal is minox or prostaglandin agonists like bimatoprost/latanoprost, but they are bad for skin/reduce collagen synthesis.
