Yes. I think it is a neotenous trait to some degree, because young children tend to have less messed up development and proportions, but they lose that due to modern environment.

You also have to wonder if it's only a feminine dimorphic trait to someone who's only seen modern humans. Maybe the average cro-magnon would look feminine to us. Barrett clearly has high prenatal T features.

well as shown in here https://www.ncbi.nlm.nih.gov/pmc/articles/PMC6605880/ men typically have better maxillary projection when it comes to comparing male and female from the same background, due to hormones differences. As to why he might have come to the conclusion that flat maxilla is masculine i have no clue, possible that extreme forward growth could somehow correlate with more feminine ratios as seen on barretts side profile showing his upturned nose and nasolabisl angle which are feminine or maybe model agencies are more picky toward woman when it comes to forward growth so theyll only choose extremely projected woman creating an illusion that women have better forward growth
