Orbicularis oculi training help's if you have weak eye (results will be seen in about 3 days) it will not give you "hunter eyes" nor change your uee and eye shape but will definitely fix your weak eyecan I use the same softmax methods like I would with lazy eye, like wearing an eyepatch (to strenghten the "weaker" eye)

Strengthening the muscles around the eyes is pretty much impossible, I mean you can, but you won't see great results if any at all due to the physiology of these muscles, they're not capable of significant hypertrophy or strength gains. Even if that wasn't the case, the primary role of these muscles have very little to do with your eyelids. All the videos of people training the eyes and getting "hunter eyes" are frauding bozos trying to sell you a course lol
An upper eyelid asymmetry has one of two causes: you have a bone asymmetry or deficiency (usually in the brow ridge) or one of the two eyelids has less fat than the other (can be genetic or loss through various methods). If you want to have this fixed the solution is either implants or fat grafting in the area, I'd go for fat grafting.
There are supposed non-surgical solutions like vollufiline, but these products are highly questionable.
