I wouldn't necessarily call that a tall chin, keep in mind a smaller philtrum can give the illusion of a taller chin. Downward growth has to be at least a semi meme, cause it would suggest that anterior and posterior facial height are always in balance, but there are definitely many cases where a 90° gonial angle, supposedly indicative of perfect forward growth, would need extreme morphological compromises to the anterior portion of the face to compensate for the posterior facial height.
