If you had unlimited technology and medicine, how would you engineer the ‘ideal’ male human from a late-puberty 16-year-old?”

Imagine a 16 year old male with late puberty whose growth plates are still open for a few more years.
If you had access to all modern medical tools (hormones, surgery, gene editing, training science, nutrition, etc.), what would realistically be the best way to optimize his final physical outcome height, skeletal development, sexual dimorphism, and overall physique?
I'm curious about the biological limits and what people knowledgeable in physiology or endocrinology think would actually make a difference.
