I dont know of any good science about the beard hair growth specifically on fin, but from all personal accounts I have heard people say that their facial hair was not affected by fin. I think it might stop any new facial hair growth, but it wont reverse it. It seems that the hair follicles on the beard are not subject to shrinking and disappearing like the ones on the head so you should be safe
