Which variant is more effective for site-specific muscle hyperplasia?

its not really like one is more effective than the other in a blanket statement sort of way. igf-1 lr3 still has a localized effect, but not as pronounced as DES, but LR3 has a longer half life, meaning you would reap longer sustained igf-1 benefits than with DES.

id say overall igf-1 lr3 is the better choice, unless you're okay with pinning DES over and over. You could also potentially run both? but I haven't done enough research on that to know whether that is good to do or not.

DES seems like for more niche, high-level bodybuilding cases with doctor/coach tailored stacks and protocols.
