Terrible advice, you don't have to be sub 10% at all looks wise.
10-12% bf is the range you should stay in so you don't start looking too gaunt.
He should focus on training his neck instead.

Train ur neck, get around 12%bf would recomend using winstrol to achieve that none the less debloat too
