It's almost impossible to tan with sunscreen for that short as far as i know. Also you burn more then 30 minutes with sunscreen on? Thats wierd tbh
My skin is also type 2, it's white like mozzarella but i can tan for 30 minutes without sunscreen without getting burned tbh

I use a medium factor sunscreen

I haven't tanned that much yet, perhaps I will soon try without sunscreen

Yeah try without sunscreen, 30 minutes on both sides of body is perfect on a 2pm sun, you most definitely won't burn but would get darker every day
