Sure, i mena the real ideal scenario is both since a bit of extra fat in the eye area rarely hurts and you could easily get the perfect amount of hooding and the tilt of the hooding right and have picture perfect undereyes

It gives the best result in the end but it lowers the roi of the second surgery

fat grafts would most likely be enough for his case (and the best choice IMO).

besides, infra implants have a considerable % of infection due to the area being so thin, that's why so many surgeons recommend against (unless it's an extreme case)
