Average of the first is about 15-16 inches, average of the latter is about 18-19 inches.

You are larping very hard or you are measuring your shoulder width entirely, not the length of the clavicles. You're supposed to end before the acromioclavicular joint (end measurement at the first bump, not second bump in the shoulder).
