I'm 3.5 pal and people have attempted to bully me on several occasions but I'm low inhib and nit afraid to fight back that's why they stop

People won't want to bully you purely based off your psl. If you are short that could encourage them to bully you. If you look intimidating people might bully you too, or on the other hand because you look weak they try to attack you.
It's way more complicated imo. Also I agree that 4 to 4.5 psl is normie not 3 to 3.5

3-5 psl all more or less normie tier because not objectively attractive. However a 3 psl guy with masculine features will get less bullied than a 5 psl pretty boy. But a 3 psl pretty boy will get more female attention than a 3 psl ogre.
