Every african country does something similar to an extent in some way or another, except a very few.

For example, in the arab world and north africa it was common to have a moustache during almost a century due to being a sign of the english and french colonizers and so on, and it was frowned upon in ruling circles (Meaning rich circles) to have a beard for a long time so they semi enforced it on the normal population. You can see how non colonized countries differ from colonized countries in that sense, and not even colonized but just culturally mixed due to trade or whatever it might be.
