So if we took every white guy and gave them brown skin (kind of like a light skin m/Brazilian mutt) would they be perceived as more masculine?

tan makes you more masc because darker skin is a dimorphic masculine trait

thats why blonde guys like pitt and chris hemsworth get a tan for their action roles

Yeah, I believe dark skin is typically seen as more masculine. But that's not necessarily a good thing. It can be but typically dark skin is associated with negative perception.
