Is downgrowth surgically reversible?

My downgrowth affects my lower third as it makes my chin long, my philtrum is normal however. A sliding genioplasty easily fixes that?, my midface is slightly long but a subnasal lip lift to shorten my philtrum by just 2-3mm will make my MFR ideal, Of course the underlying bone can only be fixed with le fort but in general: What part of downgrowth is impossible to reverse?
 
I’ve never looked into it but it seems reasonable to assume adding height to the ramus via implants would get rid of the downgrown look, reducing the gonial angle too.
