You can use it, it just might not work as well or at all since it's been 14 years lol

Though do stop if it irritates your skin

the brands are all the same. Kirkland is sold in the US, in the UK we use Regaine, but minox is minox.

Brand doesn't matter as long as it's topical 5% minoxidil. No point in 10%, but also 2% is too weak. No clue if there's any connection, but the foam has always irritated my skin so ideally get the liquid version.
