Is he considered "white" (swarthy Bulgarian that is probably gypsy)?

Ok, this is not my friend but my enemy. He claimed to be Bulgarian (he changed his name), but is really swarthy and looks kind of gypsy. I'm particularly curious about Europe. Like if you saw him walk down the street if he would be considered "white" in Europe. I am posting a poll just to see what people's opinions are if you saw him if you would consider him a "white" person.
