Is herbst effective?

I have mandibular retrusion I’m still 17 (just turned) so my bones haven’t completely fused. I have been considering BSSO for some time but I’m wondering if getting a herbst will be effective and help( ( after I’ll get a chin implant) and maybe I won’t be needing bsso
