Yes it is genetic, but there are multiple elements that go into real world implementation of intelligence, nordics have higher IQs than arabs and indians but arabs and indians had far more complex early civilizations and infrastructure because they were located at the center of development of modern civilization, Nubians and Abyssinians also had fairly complex well developed societies but now they somehow have literally retarded levels of IQ.
