Is it a good thing to have thick facial skin?

My body fat percentage always fluctuates between 15-25 between bulk cut periods.

The skin on my face is generally a little thick because my body fat percentage is 25%.

Is it a bad thing that I have thick skin when I'm down to 15% body fat?

It's better for aging purposes, it's basically extra collagen. You need robust bones though.
