if your new to gym and training to faliure each session with enough protein whilst eating in a deficit (1700vals for me rn), is it possible to be losing fat whilst staying the same weight (since muscle being built)?
eating approx 150g protein, 85g carb, 74g fat

It’s possible, but will be harder since the environment for building muscle is suboptimal.

Only works for newbies i.e first 6-18 months
Well I’m cutting rn bhenchod and gonna do strength training so I don’t lose strength.
