Is one of the most affordable countries to do this surgery (half the price in turkey) and Ive read good references as long you choose good surgeon and well known hospital. I think of spending the upper limit which is 15k USD$ to play it safe but still half the price in turkey

Go with Mangal Parihar, he was trained by Paley, mainly does tibias tho.
It's not about the country but about the surgeon, people often get botched in Germany and Italy for LL.
Of course most clinics there are terrible but Parihar is excellent. There's also a guy on YouTube who went to India for LON on tibias and have made an amazing recovery one year after, he paid 20k, you should expect that from good surgeons, even in India. Don't do Lizard, go for Internal Nail or at least LON, Lizarov has a long time of recovery and heavily damages your tissues, making a full recovery much harder and less likely, you pay less now but you impair your mobility with it.
