In theory its not safe; it should be used for experiments only.
In practice people use it successfully with good results.

I used it last summer, it was sick how I quick I got a nice tan, normally have little freckles so I got them in my face, and all your hair becomes black/darker so huge bonus for eyebrows. I got a few miles which were not visible but they are small and they don't matter much anyway
