Is "monkey face" a legitimate issue?

Some are saying that if you pull your maxilla (using a facepuller for example) forwards, the synergy between your mandible and maxilla would cause you to have a "monkey face" since your maxilla is moved forward but your mandible is the same. Is this legitimate? Should recessed mandible-cels not bring their maxilla forward?
