Maybe started out legit but was infiltrated or compromised and replaced with bots/shills.
Information was too vast to censor so they just flooded it with disinfo and centralized most of surface web into a handful of the same few sites.
Most of the "deep web" was just the old web that was once available on search engines, dark web/dark net is a different story though and has always been the shady underbelly ngl.
This remains one of the last few places online where you really get to interact with actual people in a "free speech" uncensored or "based" etc. kind of way.
