Most likely. I myself have NCT in one eye but they look like they both have NCT because of negative hooding. Here's a pic so that you could have a better idea of what am I talking about.

I’m not that big of an expert but Vinnie Hacker has top tier zygos and NCT so probably yes

NCT != negative hooding. You have consider many variables that make the eye area. Maher has negative hooding. It's pheno related to a point.

His left eye is literally negatively tilted. He has both negative hooding and NCT. As I've said it's pheno related. Majority of slavoids have negative hooding.
