NCT is BAD. It makes you look sad & depressed. Most people are Neutral or have Positive Canthial Tilt (PCT). Nothing about NCT is masculine. You need a good eye area to pull off NCT.

NCT happens due to aging or genetics. If one of your parents had NCT, you'll also most likely have NCT. The lack of bone support (maxilla/orbital rims) can also cause NCT.

Yes but remember that extreme PCT = downturned medial can thus. More PCT just means the medial can this is lower in relation to the lateral, and the lower it goes, the more downturned it becomes.
