Is Oliver Conner completely genetically gifted, or has he used testosterone? And gotten implants?

How the hell can someone be that genetically gifted? It’s crazy. I’ve read a bit and some people say he might have had implants, otherwise his appearance is just insane. If Oliver actually did get implants, it sparked a curiosity in my mind about how Clav will look after his surgery.
