Up to a certain point yes, but after the timeskip the filler becomes unskippable.

So yeah you can enjoy it by skipping the filler atleast for the first ~500 episodes

Just watch One Pace, never watch One Piece or maybe watch it until like episode 500 and then watch One Pace, skip all the filler. The anime is so slow that I finished reading the current arc like in November and the anime is gonna finish that arc probably at the end of this year

It depends, do you have lots of free time and enjoy watching long series? I would say the quality overall is good and it's worth watching, and it will be especially good this year. Just skip fillers and every episode has a 1-2 minute recap on top of the opening so you can get through decently fast not looking at those
