Yes. You buy a neck harness or make one yourself. Lean forward so the weight is hanging off the back of your head, perpendicular to the ground. Use your neck muscles to curl the weight up and down. Be careful, watch some YT videos to learn proper form.

Developing the front of ur neck and traps will give the illusion the back is bigger. There isnt much muscle on the back of the neck.
