Is raw ground beef and raw beef in general safe

i just got into this diet and i lowk enjoy it, but ive been wondering if its actually safe and if it is safe, what are the benefits

Way safer as most of the peice ha sbeen shielded from bacteria, its okay especially if you cut of or cook the most outer surface
