Is there a difference between dark circles and eye bags?

It seems like I have genetic dark circles but little to no eye bags
Is it one thing or the other or is it tied?
Does having dark circles but no eye bags mean having a good maxilla?

I had dark circles before quarantine when I didn't sleep enough, now that I slept well every day they completely disappeared

i feel like eye bags are usually something that u can only see in very certain shit lightings that are right above ur head , but natural light u usually cant see them, atleast for me
