So I may not look it in the face but I am around 20-23% body fat at the moment. Dexa scan measure was 21.2% but those tend to be under estimations hence the range (84kg atm)

Here is my face a month ago when I was a little lighter (2-3kg)

( yes I was taking a shit ).

Here is my face now

Here is my face around 13-15% when I was at the age of 14 or 15

Yes, you are what is generally known as 'skinnyfat'. You already got big gains from going down 2-3%, you will have a great jawline and decent cheekbones once you get down to 13-15% in about 6 to 9 months depending on how fast you can safely lose body fat.
1% a month while preserving all muscle mass is very doable

The scan seems right. You look ~20 to 22% BF

Due to you going through puberty the older pic is irrelevant

what is a bigger upgradation on the psl scale if you have a wide face ik 12 percent is ideal but which is bigger leap 18 to 15 or 15 to 12

15 to 12 is a bigger difference by leaps and bounds. The difference is very noticeable.
20 to 15%, people will say you look leaner, but few people will universally agree you are GL.

IMO, it's because there are so few men in any (developed) society who are at 12% or lower. Many of them are athletes or male models
It's a striking and unique look to have popping cheekbones and hollow cheeks in a world where most men in developed countries are skinnyfat, fat or obese.

Plus it's very hard to obtain and requires tons of willpower, whereas anyone can be skinnyfat, fat or obese with 0 effort.

But 18 to 15 much bigger leap than 21 to 18?
